简介：作者：周远 东方智库、东南大学国际战略智库首席研究员 过去一周，巴以冲突愈演愈烈，死伤人数不断增加。以色列猛烈轰炸巴勒斯坦加沙地带，而巴勒斯坦伊斯兰抵抗运动（哈马斯）为主的巴武装力量也向以色列境内目标密集开火，导弹炸弹一阵阵呼啸、高楼建筑一批批倒塌、生灵涂炭的血腥场景，震惊了整个世界。 国际社会纷纷发声 巴勒斯坦陷入一片火海，除了加沙地带的战火，还有巴勒斯坦各地对以色列的仇恨之火。巴勒斯坦全境和居住在以色列各地的巴勒斯坦人纷纷对以色列当局表达谴责和仇恨，巴以之间各种冲突同时上演，声援巴勒斯坦的浪潮已从巴勒斯坦、以色列各地冲向中东和世界各地。 " （图片说明：5月14日，人们在约旦凯拉迈附近举行抗议示威活动，声援巴勒斯坦民众。新华社发） 国际社会对巴以紧张局势严重关切。当地时间5月16日，在安理会本月轮值主席国中国的主持下，联合国安理会以视频方式就巴以冲突召开紧急公开会。联合国秘书长古特雷斯对巴以双方在加沙地带的暴力冲突和造成的重大伤亡表示震惊，呼吁各方必须立即停止战斗，表示联合国正在积极与各方接触，谋求立即停火。 美国总统拜登15日分别与以色列和巴勒斯坦领导人通电话。白宫表示，拜登在通话中对冲突造成平民伤亡、记者的安全与保障表达关切，对约旦河西岸的暴力冲突表示担忧。巴勒斯坦总统阿巴斯在通话中敦促美国政府进行干预，以停止以色列对巴勒斯坦人的进攻。 16日，土耳其总统埃尔多安与伊朗总统鲁哈尼通电话商讨巴以局势，埃尔多安称面对以色列毫无顾忌的袭击，国际社会应给以色列“一个强势且有威慑力的教训”，伊斯兰世界应采取统一言论和行动来应对巴以局势。中东、亚洲和欧洲多国领导人也纷纷呼吁以巴冲突双方立即停止敌对行动。 冲突双方不肯罢休 然而，冲突双方依然互相发威，不肯罢休。以色列不仅在加沙轰炸了半岛电视台和美联社所在的13层写字楼，引发国际社会和媒体一片谴责，而且在联合国安理会举行巴以冲突紧急会议的几小时前，轰炸了哈马斯领导人在加沙的住宅。以色列军方辩称该建筑内有哈马斯“军事情报实体”，并指控哈马斯利用平民为自己当“人肉盾牌”。以军对加沙地带的轰炸目标不断扩大，试图彻底捣毁哈马斯等武装组织的总部、据点和情报、金融、物资等基地，灭杀这些组织的领导人。 而哈马斯等巴勒斯坦抵抗组织也毫不示弱，继续对以色列境内的多个目标进行火箭弹和迫击炮等还击。以色列军方称，哈马斯等巴勒斯坦武装组织已从加沙地带向以色列发射了2000多枚炸弹。哈马斯下属武装组织“卡萨姆旅”和巴勒斯坦伊斯兰圣战组织（吉哈德）下属的武装组织“圣城旅”，正不断向以色列的斯德罗特、贝尔谢巴、阿什凯隆等城市的目标及军事基地发动袭击，并使用无人机袭击位于以色列境内的化工厂等目标。哈马斯和吉哈德发誓要对以色列的侵略行径进行报复。 " （图片说明：这是5月15日拍摄的从加沙地带拉法向以色列境内发射的火箭弹冒出的浓烟。新华社发） 全面剖析巴以血仇 此次巴以冲突既是巴以争端的全面爆发，也充分折射了巴以之间的各种矛盾冲突，以及这种冲突的极其深刻性、复杂性和难以调和性。巴以之间频频发生冲突且愈演愈烈，难有和解希望，主要有5个原因。 一是巴以之间存在着说不清理还乱的历史矛盾与争端。 对于目前双方所在土地，巴以有截然不同的说法。彼此的否定性和排他性主张，必然使双方间的争议无法调和。历史不仅是遥远的，而且是复杂的、演进的、交织的。这片土地古往今来的种种变迁注定了如今的错综复杂。对于古老的宗教、历史、民族文化，一方坚持以《圣经》和犹太教为依据说事，另一方则以《古兰经》为依据说事，得出的结论必然截然不同。 从史料看，这片土地的古代居住者和控制者是复杂多变的，很难说哪一方立场绝对占据历史与现实的法理。16世纪起，这片土地就几易其手。当时巴勒斯坦成为奥斯曼帝国一部分，奥斯曼帝国在一战中与德国结盟战败后，英国于1920年起以约旦河为界把巴勒斯坦分为东西两部分，东部称外约旦，西部仍称巴勒斯坦，但属于英国委任统治地。19世纪末，在“犹太复国运动”者策动下，大批犹太人移入巴勒斯坦，与当地阿拉伯人不断发生流血冲突。一战前后，这片土地上同时居住着阿拉伯人（占多数）和犹太人（占少数），彼此纷争冲突逐渐增多。 在20世纪20年代到40年代间，大量犹太人逃离欧洲，纷纷来到巴勒斯坦，犹太人数量不断增加。期间犹太人和阿拉伯人之间的冲突以及他们对英国统治的暴力抗争事件也不断增加。英国撤出后，这里的矛盾和争端并没消停。犹太人说，这里是他们的民族和宗教起源地；巴勒斯坦阿拉伯人说，他们才是这片土地的真正主人。1947年，联合国投票将巴勒斯坦分成各自独立的犹太人国家和阿拉伯人国家，将共同认为自己首都的耶路撒冷作为一座国际城市，但这一计划未被犹太人和巴勒斯坦阿拉伯人普遍接受。1948年5月14日，以色列根据联合国决议正式宣布建国，巴勒斯坦人对此表示反对。巴以关系此后又经历了一系列风波和曲折。 二是以色列对巴勒斯坦的侵占扩大，激化了巴以冲突。 1967年第三次中东战争中，以色列依仗军事优势，占领了东耶路撒冷和约旦河西岸，致使大批巴勒斯坦人成为流离失所的难民，导致巴以争端更加复杂化和尖锐化。以色列侵占巴勒斯坦土地的行径，从未得到国际承认。 耶路撒冷地位问题是巴以冲突中的关键问题和最敏感问题。以色列声称整个耶路撒冷为其首都，而巴勒斯坦人则坚称东耶路撒冷是未来巴勒斯坦国的首都，并将那里的阿克萨清真寺视为自己的宗教象征。此次巴以冲突，起先就是从这里的冲突爆发的。 如果巴以双方都固执于各自坚称的历史和主张，则他们间的矛盾争端恐怕谁也无能为力解决。联合国已就巴以争端冲突通过了很多个决议，然而实际上仍无法解决问题，结果往往是一方接受和承认了，但另一方实际拒绝和抵制反对。 目前，以色列在多方面尤其在军事上很强势，巴勒斯坦虽有自己的理由和国际社会的普遍同情，但要让以色列乖乖交还其已侵占的巴勒斯坦领土，特别是把实际控制的整个耶路撒冷分割给巴勒斯坦一部分，决非易事。 三是巴勒斯坦问题一直未能得到公正解决。 巴勒斯坦问题既包括被占领的约旦河西岸和耶路撒冷的地位等领土问题，也包括大量巴勒斯坦人流离失所以及大批巴勒斯坦难民无法回归家园等问题，此外还有目前依然生活在以色列的一大批巴勒斯坦人的政治、宗教、法律、社会地位和安全保障等问题。巴勒斯坦人纷纷抗议谴责以色列当局对他们进行政治、宗教、司法、经济等各种迫害，甚至对他们进行种族清洗和灭绝。 近几十年来，巴勒斯坦人一再抗议他们被剥夺了土地，被剥夺了政治权利，甚至被剥夺了自由行动的权利。截至2020年11月，生活在非以色列侵占和控制的巴勒斯坦地区的巴勒斯坦人共有1300多万，同时在以色列求生的还有190多万巴勒斯坦人，但他们至今没有自己的完整国家。 以色列不仅在侵占的约旦河西岸建立和增设大量犹太人定居点，而且在以色列境内的巴勒斯坦人居住区建立了越来越多的犹太人定居点。历届以色列政府在土地、住房、建筑、教育和工作问题上颁布了数十项法律，被指“歧视巴勒斯坦人，剥夺他们的公民权利，没收他们的土地，并限制他们在公共场所的活动”。巴勒斯坦人义愤填膺，曾两次发起“大起义”，但最终带来的是更多的流血镇压而非地位和境遇的改善。 残酷的事实一次次证明，只要巴勒斯坦问题不得到全面公正的解决，巴以矛盾冲突必然随时爆发。联合国早已通过了“两国方案”，巴勒斯坦人应该有自己的国家，巴勒斯坦人应该回到自己的家园，但以色列拒绝退还其侵占的巴勒斯坦土地，并将整个耶路撒冷全部占为己有，而巴勒斯坦哈马斯等激进组织否认以色列的存在，使得“两国方案”至今无法实现。 四是巴以双方的内部极端化倾向日益严重。半岛电视台的评论认为，近年来以色列陷入深刻的政治危机、政治体系动荡和内部分裂，各派势力的争斗加剧，导致以色列对巴勒斯坦人的态度更加强硬并互相比硬，政治处境艰难险恶的内塔尼亚胡，把狠狠打击巴勒斯坦武装组织作为摆脱政治困境的抓手和机会，因此无论外界施加多大压力也不松手。 在以色列政坛普遍极端仇视和排斥巴勒斯坦的大背景下，任何政党和政党领导人对巴勒斯坦人的心慈手软都会处于政斗不利，甚至遭遇生命的不测。当年被犹太人枪手刺杀的拉宾总理，就是因为力主与巴勒斯坦签署奥斯陆和解协议，这一事件至今都是以色列各党派领导人心中除不去的心病。 而在巴勒斯坦内部，政治路线斗争也很激烈，目前的巴勒斯坦总统阿巴斯及其支持势力被认为属于温和派，阿巴斯总统虽是巴勒斯坦国总统，却掌握不了加沙地带实权，加沙地带早已被哈马斯全面掌控。 " （资料图片：巴勒斯坦国总统阿巴斯。新华社发） 哈马斯是目前巴勒斯坦国六大政治势力中的第二大，仅次于法塔赫。法塔赫支持政治解决巴勒斯坦问题，但属于伊斯兰派别的哈马斯是巴勒斯坦“宗教性质的政治组织”，力主“将以色列从地图上消除”，并在现以色列、约旦河西岸以及加沙地带等地区建立一个以耶路撒冷为首都的独立巴勒斯坦国和伊斯兰神权国家，反对同以色列和平共处。2014年，哈马斯政治局副主席穆萨·穆罕默德·阿布·马尔祖克称,“哈马斯不承认以色列……这是不可逾越的红线”。 法塔赫和哈马斯虽有一些和解，但彼此实际矛盾和分歧很难消除。哈马斯的强硬主张和对以坚决报复态度，使其在巴勒斯坦处于日益强势的地位。此次巴以冲突，主要是哈马斯为首的巴勒斯坦武装组织在对抗以色列。 五是美国等西方大国偏袒以色列，一些地区大国立场发生微妙变化。美国偏袒以色列是由来已久和众所周知的事。特朗普时期美国更是赤裸裸支持以色列，打压巴勒斯坦，也由此导致以色列更加强硬和肆无忌惮。 中东地区大国和巴以的周边国家，本来在巴以冲突上的立场是鲜明的、态度是坚定的，但今年来由于国际和地区局势变化，各种利益关系也随之复杂化；尤其是内塔尼亚胡政府在美国怂恿支持下，与周边一些阿拉伯国家和伊斯兰国家改善或缓和了关系，并开展经济能源科技等合作。从此次巴以冲突看，公开谴责以色列的国家明显减少，主张双方克制和停火的居多数，有些国家表面上谴责以色列，实际与以色列勾勾搭搭，这也使得巴以矛盾冲突更加复杂。 美国媒体分析认为，拜登政府近日对巴以局势不断发声，派遣特使到以色列斡旋，其本人也与巴以领导人通话，进行停火规劝和敦促，但华盛顿的亲以立场实则非常鲜明。 巴以冲突难以平息 美国5000多万福音派基督教徒中很大部分历来坚决支持以色列，美国的犹太人分布在美国政治、经济、金融、科技、司法、传媒等各领域，美国历届政府中均有犹太人出任高级顾问，美国在中东战略尤其是对付伊朗方面离不开以色列支持。拜登虽唱人权高调，但美国从来都是“双重标准”，民主党内虽有些人从人权角度批评拜登对巴以冲突的偏袒态度，但也强调美国要维护美以战略同盟关系，同时谴责哈马斯等伊斯兰武装组织的武力反击。所有这些都决定了美国对以色列的真实态度，而华盛顿的态度又必然影响其他西方国家对巴以冲突的态度。 巴以冲突还在继续，在国际社会强烈舆论压力下，冲突双方在进行一番角斗后暂时停火是有可能的，但只要巴勒斯坦问题不能得到公正解决，巴以冲突还将上演，生灵涂炭的悲剧还将重演。此次冲突不过是最新一轮，但决不会是最后一轮。
